Is my contact too supposed to stick out half an inch beyond the nozzle? It seems much too small

Yes, when welding with the flux core nozzle, the contact tip will protrude out from the nozzle. The intended design of the nozzle is to provide high visibility on the welding arc, while protecting the diffuser threads from spatter damage.
